does not exist except as a concept. Humans created an imaginary line and named the place within that line, Florida.

The concept of anarchy is uncomfortable because people aren’t used to it or understand it. They often think anarchy means chaos and fail to see how people can create voluntary administration to handle services, such as negotiations with private fire and ambulance businesses they do not wish to handle themselves. Those administrations can reach voluntary agreements with others.

Or perhaps people come up with other ideas that are free from coercion.
