I do think if you get close to the 50% BC ration 35=42 players that with superior coaching and everything aligning that a National title could be won. But no major injuries can happen, 95% of your BC need to pan out and your Non-BC players need to be near BC status as well with development.

Then it can be done but that will not happen very often at all in reality.
