He literally owns the bank according to the script and even wiki. No other shareholders mentioned. He also owns most of the town as well shrewd business man surrounded by buffoons.
He was handed a Christmas Miracle of 8 grand correct. He had no obligation to return found money in that era. Most states had no laws about that at that time.
Now you can argue he had a moral obligation to find the owner but to each his own in that regard.
