There have been 47 CRs over the years, they do a mixture of temp spending, raising the debt ceiling and adding of pet projects over and over and over.
They are rarely clean, as everyone puts their own pet projects into them as well. No different than when they do an emergency spending bill due to a disaster.
The same crap happened through COVID. The infamous bridge to nowhere was in one of these various bills.
That is how DC has always run and always will.
They changed speakers multiple times in the last session, yet continued doing the same thing.
