the party that just WON the presidency, House and Senate, were being condemned and outed by their own constituents for pushing a CR at year end at the end of a presidential cycle?
Other than FRINGE whackos and libertarians in Congress, and their constituents, there was no institutional entity of gvmt exposing these CRs prior to passing and preventing their passing.
