You can't do any poll without having a good understanding of the population you are intending to sample. You have to decide before you call a single person how many men, women, Dem, Rep, young people, old people, college educated, etc. And then you call people until you fill up all your quotas.
You can't know if your 1000 person sample is representative of the population if you don't understand the population. That is where the media polls get it wrong.
