Right now, the NCAA makes the rules and enforces them, with no direct input from the players.
The players have used the court system to challenge the system.
The only way for peace is to do an actual agreement between the talent and the administrative side (owners).
At that point, you can have an agreed upon set of rules and governing process to "regulate", much like major sports do now. Perfect, not at all, but that model has been shown to run quite well in sports.
If you look at all the sports current agreements, there is a roughly 50/50 split of the revenue, which seems to work well.
