In this instance, since Utah was top 12, the top 11 teams as rated by the CFP committee would make it... #12 would get bumped by Northern Illinois.

If a couple of the top 5 rated conference champions weren't in the top 12 then only the top 10 teams would make it.

Therefore, unless you're a conference champion you would want to be in the top 9 or 10 to be pretty confident of making the cut.
