Biden gets a list of qualified candidates. He believes each of those candidates are qualified to be second in command and take over if necessary.
He examines the candidate list and strikes some number of them as not a good fit for what he needs in his bid for President. He’s left with, say, ten candidates, four of whom are black women, including Harris.
He evaluates that list, extensive vetting is performed. He decides that, of those on the list, a black woman will best help him win. He announces that he’s going to select a black woman as his running mate.
He interviews the four remaining candidates and chooses Harris.
There was no quota, no mandate. He started with a diverse pool of qualified candidates. He chose the person he believed would strengthen his team.
