tied to and paid by the people who use the services and benefits those tax revenues fund.

I like the idea of gas taxes to fund road construction and repair, for instance. The people who use the roads pay for it via their gas taxes. Those who drive the most and have the heaviest vehicles pay a higher percentage of the taxes needed to provide a roadway system for them to travel on.

Of course that's complicated a bit by the growing number of EVs, but the basic principle still stands.
