1) real property tax
2) personal property tax
3) county sales tax
4) state fuel tax
While the personal property tax might be a tiny percentage of all road funding, its a significant portion of county road funding.
The main thing to realize is that property taxes (whether real or personal) fund your local county services, not statewide services. A State Senator or Gubernatorial candidate wanting to eliminate personal property taxes won’t impact the services HE’s responsible for providing. It’s the actual stuff that makes up the community you live in (again, primarily schools, but a lot of other services as well)
