These are not problems that should be dealt with by a central government authority.
There answer is to provide more artificial barriers (tariffs, limiting labor supply), when the answer should be fewer barriers, and let businesses decide.
I work in agriculture. Agriculture basically requires foreign labor. I know of one company that over a 2 year period had no white Americans even apply for labor positions. One could argue that it is because of various government programs, but these places needs labor in the tens of thousands doing crap job, of which Latinos want to do, and are going through some hell to get here and do that job (at much higher wages than years ago).
JD's explanation of the flood of cheap Chinese good coming into the USA was at the request of American companies and consumers. Why should government stop that. Did it create issues during and after COVID. yes it did, but that is on the business community, not the government.
