I think there needs to be a sufficiently high bar here

I don't think it would have been right for a jury of whites back in the 1950's to use nullification int the killing of a black man by a white man because their conscience told them it is OK for blacks to be killed. I see this as a significant decision for very extreme circumstances. Not one to be used because of any disagreement with a given law.
