Each group can decide for themselves how they want to handle criminals who violate those natural rights.
If a thief lives in a small town, perhaps it is decided they lose their job, the local grocery store stops selling that person food. The local power business cuts off their electricity, perhaps barriers are erected to not allow them to use the roads, and the local gas station will refuse to sell them gas if they manage to bypass them.
Who knows. Communities could handle things whatever way they see best.
