They don't pay taxes to the city of KC.

They increasingly do not spend money in KC, because of the reason you stated:

"100 years ago, the Kansas side of KC was an afterthought because no one lived there. Since then that side has exploded and is a significant portion of KC residents."

That's correct, except for the fact that they are not "KC residents". They are siphoning residents/taxpayers away from KC, however.
