First - most of the oil in the US comes from private land/leases. The administration has nothing to do with it.
Second - Biden did delay but hasn't stopped leasing on federal land. But leasing on federal land isn't moving the needle for US production. It's a small part of the resource additions. The biggest impact on US oil production by far is the almost entirely private production in the Permian Basin in Texas (along with several other unconventional plays).
Third - Biden recently approved the development of Willow Field in Alaska (on Federal land). Largest discovery in Alaska in many years.
