A State sales tax and an income tax without adjustments for inflation has generated huge windfall for State government. You can be certain government agencies will spend every penny, even if they have to burn it before they will voluntarily return unspent and/or unneeded funds to the taxpayers.
It frosts me that if your federal AGI is above $125k you can't claim a deduction off your State income for federal income taxes paid on your State return. Additionally, the amount of the deduction is limited to $5k. If your AGI is at or above $125k, you've already paid well over $5k to the IRS. They, both the feds and the State are soaking the middle class.
