You keep thinking of the BoR backwards. they aren't rights assigned to people.

They are rights protected from infringement by the federal gvmt. Hence why they are inherent, natural rights (negative rights).

The bill of "rights" is a misnomer. It's a "List of rights the feds can't infringe".
