You're phrasing the question in the wrong way.

Is banning something That is designed to subvert The society of the United States be allowed to freely enter into the country, or should it be not allowed?

If Congress passes an Act that bans speech, it contravenes the First Amendment.

It's as simple as that.

Was the constitution written to apply to foreign governments who's intent is to undermine our society and our country?

No, it was written to restrict and, in limited fashion, empower the federal govt of the United States. You're once again asking the wrong question.
