bigger all the time. It is about education. Walk into any high school in America and you will see two very different groups. One group is taking care of business, learning and preparing themselves for what comes next. The other finds themselves repeating basic classes until they drop out or are passed along. That second group is the one that makes up the workers being discussed in the op.
