Why wouldn't the 10th amendment be more applicable?

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people"
The US Constitution doesn't enumerate ballot eligibility, so this is a power delegated to the states. Why doesnt Colorado have te final say in who, or who cannot, be present on the ballot?
