ISSUE SNAPSHOT A negative right restrains other persons or governments by limiting their actions toward or against the right holder. Positive rights provide the right holder with a claim against another person or the state for some good, service, or treatment. Understanding the difference between “negative” and “positive” rights is integral to comprehending the federal government’s deviation from the nature and bounds of the Constitution.
in short: Negative Rights are what Natural Rights are.
"Right to an education" is a positive "right" (not a right at all by definition but it's been abused). It is, rather, an entitlement assigned by one entity but must use the thought, effort, toil of others to provide. That's not a natural, negative right.
