"assigning" or "bestowing" out of your vocabulary as they relate to negative rights.
Also, as an inherent part of a person, when someone infringes upon those rights, the rights aren't taken away, removed, suspended - they are inherent and simply infringed upon.
additionally, if a human is legless, blind, mentally challenged, none of those inabilities to "exercise" those rights alters the inherent right to do so.
