Logically I completely agree with you, but for things like stealing $20, it should be against the law, but not sure if you put your definition of it, I would want it to be a law.
from a bit more practical standpoint, I would advocate that all laws expire, so it at least forces someone look at it again in the future. Some, like murder, will renew very quickly, while others (like chewing gum) will simply expire
