There is no mandate that every law be enforced to the absolute letter of the law as it is nearly impossible to write such a law. Again, jaywalking is the example. There are jaywalking laws to protect the public. However, if someone jaywalks on an empty street at 3:00 am and the policed don't write a ticket that does not mean there is not a law against jaywalking. It means law enforcement is not retarded.

It astounds me how you cannot grasp such a simple concept.
