They are told by the GOP marketing campaign that they are for limited government, so they just say they are. They ignore the reality and either say, that was a one off , or they call them Rinos or whatever.

They will, however, very much back big government programs because they are needed and not seen as wasteful. Or as Hokie said, "government should help people on a temporary basis when they are unable to fend for themselves"
