Ok, but it seems that you have a limited understanding of warfare. When the Germans were retreating and the factories east of the Urals started to pumping out equipment the did attack and forcing the Germans to retreat. The majority of the Losses was when Germany bombarded cities killing everyone. Read about Stalingrad you should see what I mean. In this war they have been predominately on the defensive Except in Bakhmut and a few places recently. Soviet strategy could gave been that if they would have decided to invade Germany but they didn't. They are not a country of offens. Look at their borders.
