Rights were everyone's guiding principles, there would be no more bad people. If there were no laws, people would respect each other's natural rights.
First among them, of course are property rights and today's criminals would become totally law abiding once property rights became enshrined as a social norm.
No need for government, no need for rulers, no need for bureaucrats or agencies or departments. No need for cops, courts or prisons.
Just free will and freedom after every single citizen immediately changes into a decent loving human being.
It's quite simple really.
