to the goodness of mankind by each individual person.
With natural laws comes responsibility.

that sounds like man is responsible to act in accordance with his values, arrived at based upon the nature of man - for the good of man - and the ability to reason possessed ONLY by man
shortened ... I MUST ACT ... to insure the value of goodness is pursued - whether achievable or not.
But it also talks about man's freedom to choose. So while I have an "imperative urge" to act - I CAN choose to ignore that urge and even choose to act in direct opposition to that urge - NOT follow the responsible choice regardless of what reason tells me - I have a choice.
So my question remains what actions can be taken when someone acts in opposition to the goodness of man
