I didn't say that people should do nothing. I said that the govt should do nothing.

People, organizations, insurance, and charity. Not govt.

Also, why do you have so much faith that govt will do an effective job in emergency response? And for that matter, wasn't govt in charge of the emergency response here and isn't it accepted that it did a very poor job of it?
