There is a linked video of him talking that demonstrates he isn't smart. That isn't the same thing as being right or wrong.

They didn't ignore Trump because they were not elected officials. They ignored Trump because everyone ignores Trump and it would have been derelict to field his orders as serious and enact them. That was an anomaly situation of having a complete incompetent clown at the top of the command, not indicative of an overall problem.
