The problem in DC is not a R-vs-D thing. It is an entrenched bureaucracy that answers to no elected officials. In theory they are part of the executive branch but we saw what happened when Trump gave them directives that they simply ignored. They knew that he was only in office for a short time so they simply waited him out until a more pliable man took office.

You can disagree with what Trump was instructing them to do while also realizing it was totally within his presidential powers to do so. If the government institutions do not answer to their chain of command to whom do they answer?
