But for whomever uses discretion, the test must always be proper use. And I maintain the proper use of discretion as it relates to the law supports law and order just as improper discretion detracts from it.

We have seen a recent example with the prosecutor in St. Louis. Wrongly using discretion is harmful just as the refusal to use proper discretion is harmful.
