Otherwise you would detain every jaywalker, everyone going 2 mph over the speed limit, etc. And clearly that would detract from law and order, not contribute to it.

You just continue to embarrass yourself on this issue. Not that I mind of course. But at some point one thinks you would wish to stop contributing to your embarrassment. I guess not.
