Request for Interest opens ahead of World Cup 2026

The City of Kansas City is looking for an innovative new way for visitors and residents to get downtown from Kansas City’s International Airport. On May 18, Mayor Quinton Lucas announced during a press conference for FIFA World Cup 2026™, the City would be opening a request for expressions of interest to create a robust rapid transit system. Responses should focus on the development of a rapid transit system to connect the Kansas City International Airport to Downtown Kansas City with an interim transportation plan for FIFA World Cup 2026™ transit.
“Kansas City is proud to boast a world-class downtown and a world-class airport—and today we take the next step in our new bold effort to better connect the flying public stepping off an airplane at Kansas City International to our City’s urban core. In conjunction with our zero-fare transit initiative and streetcar route expansions, we are committed to sustaining a transit system connecting people all over Kansas City for generations. Kansas City government will continue working to enhance Kansas City’s public transportation network, ensuring it is equitable, reliable, sustainable, and accessible to all our communities in all areas of our city,” said Mayor Quinton Lucas.
The City is aiming to identify reliable, efficient, and innovative transportation solutions for decades to come. The responses should focus on two goals for Kansas City transit:
An in-depth assessment and strategic plan addressing rapid transportation needs, particularly the connectivity between Kansas City International Airport, downtown, and other key destinations. Responses will detail innovative, inclusive, and sustainable solutions, project delivery, estimated costs, and potential sources of funding or financing.
Transportation strategies to manage the influx of international visitors for the World Cup 2026 to locations across the Kansas City region. The scope includes analysis of transportation demands from large-scale events and efficient strategies for managing international arrivals and departures.

“Fixed route transit between the airport and downtown will unlock new opportunities for jobs, access to services, and for land development projects,” said City Manager Brian Platt. “This new fixed rail service to key destinations will ensure our residents and visitors have the benefit of safe, affordable, reliable transit options to move around our city.”
From the responses to the request for expressions of interest, the City will work closely with key partners such as Kansas City Area Transportation Authority (KCATA), Mid-America Regional Council (MARC), Ride KC Streetcar, Ride KC Bike, MoDOT, and other local, regional, and national partners to ensure the best system possible for the Kansas City region while ensuring sustainability for the future.
The request for expressions of interest opens June 12, 2023, and will close July 20, 2023. Responses must be submitted through the City’s procurement system. The review process will take four to six weeks.
