Title IX bans discrimination in educational programs or activities based upon sex. But it doesn't require equality in spending on employees participating in those programs. If it did, you couldn't pay the men's basketball coach more than the women's basketball coach. There's a difference between employees in the activity and those participating solely as students.

Please explain why this message is being reported.
