Bottom line I have no idea how good Horn can be, but he wasn't fantastic in a tiny sample last year. Garcia didn't look fantastic at FL regardless of his arm strength - FAR too many turn-overs. Cook is inaccurate down field and does not have the arm strength to throw mid-range across the field, but he does take care of the ball and he has good wheels. We should have run him more last year.

My guess is it will be between him and Garcia. If Garcia keeps turning the ball over in practice, or starts and has too many turn-overs in games, he might end up at QB2.
I feel like Horn will be third string - if he was worth a rip, he would have gotten more PT last year in clean-up spots.
