“Odds on favorite” does not mean “the favorite.”

It means that the odds of them to win are BETTER THAN EVEN (e.g. a horse at 3 to 5 is an odds - on favorite but a horse at 2 to 1 is not even though those might be the best odds in the race).
So Texas would be the “odds-on favorite” only if the odds of them winning the tournament are better than even money.
