performing that. If a doctor amputates an arm, they typically have a VERY good reason and backing for making that decision. If they don't, they should be held responsible.

If doctors are doing it more often or without exploring other options, that's where you curb this. Abortion was legal (with restrictions) and some doctors were performing them in the gray area or pushing the limits on what a legal abortion was. Those doctors should and mostly have been held accountable.
