Your preferred hypothetical option (number one) sounds terrible. Aside from the potential for physical abuse by strangers, it sounds like a soul crushing experience where children are forced to learn as a chore. You also mention that there will be "no politics" but that a pledge of allegiance will be had (hmmm).
I want my children to be inspired to learn, not scared to learn.
So, I can't pick either of your bad options. Homeschool is the way to go.
