not a corresponding change in society.

Why do Asians and whites outperform blacks and browns in our current system? Why do the wealthy of all races outperform the poor?

If society values education then they will receive a quality education. If not, they won't. Too many segments of our society do not value what they are being given.

At my previous school in KCK which would be very mediocre by most suburban standards, I taught two students who received perfect ACT scores. It can be done anywhere but it just takes a lot more work and determination in some places.
