It is shocking the level of misunderstanding in this post

It's almost at a level of historical misunderstanding on TB. I can't even get past the first comment. The House can absolutely pass a bill to rescind the funding. The Senate also has to approve it and POTUS has to sign it before it becomes law, but the House is free to pass any bill it wants.
Your comment about it just being to replace retiring employees, which is the Dem talking point about it, is also comical and a complete lie. You don't need additional funding to replace a retiring employee. In fact, when an employee retires from the government, it actually frees up additional funds because the person you hire will inevitably make less than that person that is retiring. That is the reality of how it works in government.
We intentionally reduced the size of the IRS about 10 years ago, which was the right thing to do. Now we need to do the same thing to the FBI apparently if they have so many employees they can find time to interfere in US elections.
