That government already exists. It would be similar to buying a home in an HOA.
If the HOA has a meeting to vote on various rule changes or bylaw amendments & officers and so on, whether you vote or not will not change whether those bylaws and rules and fees exist. Your participation would only give you a small say in who will be in positions to make some of those decisions for everyone, including you, and perhaps your participation might eliminate or change some of those fees/taxes, rules, bylaws and so on.
The same is true of government.
Unless your forebears were Native Americans or were brought here against their will, such as slaves, they voluntarily came here with either an implicit or explicit acceptance of the governments here. Just like an HOA that decision is binding upon their descendants as well, unless and until they move out of the country, or the jurisdictional boundaries of whatever government they want to get away from.
