that's 1.5%. But rather than quibble about small numbers, the global supply presently is tight. There's not any excess capacity. So 1 million BOPD will have an impact on price. Whether that is enough to justify taking oil out of the strategic petroleum reserve is another question. But there will be a disruption in oil supply as a result of the OPEC decision.
