Most of this is on the state, especially the uninformed driver's license workers speaking out of the abundance of their ignorance. Any with questions should be referred to a state office which make a thorough review, before telling them they can vote, and as a safety precaution, get a letter from the state indicating that they are eligible to register and vote.

Please explain why this message is being reported.
