federal system. All intelligence and law enforcement agencies work under the Executive Branch, not for Congress or the Judiciary. The top authority of the EB is the President. All classified information is produced, compiled, analyzed, categorized and maintained for use by the President and those with which he decides to share this information. There is no 'interagency' authority governing the President use of this information. All EB agencies and personnel work for the President. He has sole authority over classified information, including declassification just as he has sole authority over foreign policy and command of the military. The wet dreams of TB progs notwithstanding, bureaucratic processes do not constrain the President when it comes to declassifying information.
