The league decided those were the most credible cases, so the punishment cant be based on the total number that filed claims.
The structure of Watson's contract is probably a big sticking point for the league - he's getting paid as if nothing happened.
I could see the league bumping the suspension to 8 games, and fining him $8m, and everybody being happy ("unhappy" for pr purposes.) If the league suspends him for the year, Watson's going to sue, probably get a stay, and be playing on Week 1.
