You should ask yourself these questions. Why would Russians target civilians? Are there any benefits to killing civilians? Is there any reason Russia wants their armed forces to have any contact at all with enemy noncombatants? Are they a hinder or a help?
Now ask, why would Ukrainians target their own civilians? Are their advantages, propaganda benefits to showing the world dead Ukrainians and innocent civilian refugees under extreme duress? The Ukrainians have been exhibiting captured Russian soldiers and pilots and forcing them to make anti-Russian statements, much in the manner of how our POWs were forced to repeat anti-American statements by the North Koreans, North Vietnamese, Iraqis, Iranians, etc. You are willing to gulp down propaganda you like.
