It's not just bringing wells back online. Unconventional well production declines very fast and if prices remain low for an extended period of time, those wells will deplete and new wells will need to be drilled when oil prices recover. It's not like there is an infinite supply of drilling rigs and they tend to lose their crews when oil prices are low. When prices pick back up, companies have to queue up for rigs which themselves have to go out and hire crews. The wells are complicated and the completions are time consuming. It all takes a while. People do not realize how complex the whole process is with oil companies and service companies shedding tons of employees during downtimes and then having to start again with inexperienced workers.
