It is nothing about susceptibility. Government (or parties) desire to create enemies or conflict and use that to convince people to turn to government for the solutions and protection.
This allows for government to grow, and become more corrupt, but then they add to the snowball to turn people's head away form the corruption.
At the point of ultimate power, it leads to the revolution....or in China's (and Russia) example, they give their people perception of freedom, and try to expand their power beyond their borders.
As ummm pointed, out, the USA is seemingly heading in that direction.
